The Server Down?

Ok I was just wondering if the server is down because whenever I want to go on, but I can't connect. Isn't it supposed to be 24/7?

From what I can see, the regular server is down - grandcraft.no-ip.biz
But the server JoshLS won for us, was taking its place - 199.187.121.234:25565 or mc.grandcraft.org
but i am unable to connect to it.

Well there is a problem with best host servers (24/7 servers). They mus have enough donations to keep the server running because all of you guys know minecraft needs A LOT of memory for running servers. Hope this helps
